The reason Okawa didn’t go to the duplicate floor was because his leg was damaged and he couldn’t press the top part of the panel, so he went to the emergency floor, which had all the buttons concentrated at the bottom of the panel. Or so I thought, but if he couldn’t press the top part of the panel then he couldn’t operate the dials either.
…Well, it seems like the dials and levers were a bit overloaded, so it would be better if they’d said something like, ‘As long as the number is right you can go to the floor you want to go to. If the dials and levers aren’t right it will take a really long time to get there, you’ll get damn elevator sickness, and the timeline will be off.’
